HIV/AIDS is a development Issue because it's an epidemic which is showing no signs of abating, it's killed millions worldwide and it still continues to do so. It isn't just a health issue, it's a social and economic issue as well.

Why is HIV/AIDS more prevalent in Washington DC than West Africa?
"According to a new report issued by Washington, D.C., officials, the HIV rate in the nation's capital is the highest in the country. Nearly 3 percent of the city's residents are living with HIV/AIDS, a rate higher than in West Africa" Since DC is essentially a direct client of the Federal Government, does this bode well for the future of Nationalized Health Care?

Those are signs of approaching AIDS but could also be caused by other things. I've put a link below about HIV/ AIDS. you should certainly be seen by a doctor regardless of the cause.
