The Bill and Melinda Gates Foundation contributing funds to fight AIDS is to protect his billions of dollars of investments in pharmaceutical companies interested in conducting field trials in India,'' Mr Mulloli said. Health Minister Shatrughan Sinha has already rejected the CIA report, and the National Intelligence Council clearly stated the CIA estimates to be 'highly exaggerated' and not based on surveillance data collected in India. Mr Gates has reportedly funded the controversial report and also made huge investments in companies involved in AIDS drug research. Charging that the CIA's direct and unwarranted involvement in Indian public health issues amounted to direct intervention in its domestic affairs and a challenge to its soverignity, Mr Mulloli questioned the basis on which the CIA said that 310,000 people had died in India due to AIDS in 1999 alone. NACO is the major organisation in India. He recycles this misprint again and again, despite having been corrected again and again. He has no respect for the truth. The WHO figure for AIDS deaths in India in 2002 was 361,000. The primary activities of JACK since 2001appear to be to try to remove anti homosexual provisions from the Indian penal code. While I don't know the complexities of this legal code, I would think criminal sanctions against gays are likely to worsen the Indian AIDS problem, leaving aside the basic human rights concerns of such discrimination. Calamity's misinformation about the facts of India's HIV problem is not helpful here, to say the least.

National AIDS Control Organisation (NACO) is apex body in India which manages all HIV/AIDS intervention. NACO operates through State AIDS Control Society (SACS) which are established in all states of India. NACO provide funding and technical expertise to SACSs in India. SACSs implement various programs like Targeted Intervention projects among more at risk population, Integrated/voluntary counseling and testing facilities for HIV, Prevention of Mother to Child Transmission of AIDS, Anti retro viral therapy, CD4 counts, Community care center for nutrition and medical support to terminally ill AIDS patients, drop in centers established by networks of HIV positive peoples, blood safety programs, management of sexually transmitted infections etc. Besides this several bilateral agencies are working in the field of HIV/AIDS. Most of the them are working in close collaboration of NACO. To avoid duplication of efforts all projects are cleared through NACO. Several NGOs, philanthropists, youth and celebrities are playing their role in combating the pandemic of HIV/AIDS
