Google it and look at the studies. I've read them, and/or synopses of them online. Notice that they do not seem very convincing and the authors in some cases, as circumcision doctors, have competing interests. Note also that they only reduce the risk slightly, and if you're having many unsafe instances of intercourse with an infected person, you're probably going to get infected, circumcised or not. What would be best is simply wearing a condom, or not sleeping with possibly-infected strangers! Also notice that the USA has a high circumcision rate and really a high HIV rate. And that these studies ONLY apply to female-to-male transmission, but in many countries (outside of Africa basically) HIV infection is mostly in gay men.

if being cut stopped the spread of AIDS then there would be no cases in the middle east where they still mutilate all there boys against their will and America is one off the highest rate of AIDS yet nearly 70% of men over 25 are cut. What wrong with wearing a condom or not sleeping around. I'm intact and don't have AIDS because I don't sleep around.

Any medical tests to support this hypotesis would be unethical in extreme, as you would have to have people having unprotected sex with HIV infected partners... A CONDOM plays a role in stopping the transmission of any STD. HIV is spread through bodily fluids, not foreskins. Circumscision is totally irrelevant in the context of HIV transmission.
