HIV is very fragile - in fluids that are kept in the open air it likely dies within hours. One experiment was able to grow HIV from a syringe containing a large amount of blood after several weeks, but around 95% of the virus that was originally present had died. Once the fluid dries up, the virus is a gonner. Only special drying procedures can maintain the viability of the virus, and normal air-drying simply destroys the virus structure.

No. Once outside the body, exposed to air, the virus dies within minutes. Once the fluid is dried , it is no longer a risk for transmission of HIV.
