How can the govt enforce this law? [deals with HIV/AIDs]?
"You are legally required to tell any sexual partner that you are HIV postive, even if you intend on having safe sex." ???? HELP!

They dont, its not a real law, wherever you heard this, its a lie.

They can definitely enforce this because if you have HIV and have sex with someone without telling them, you're putting them at risk for a life-long eventual deadly virus.

This may sound silly, but if it were me, I would send an email saying "I am HIV+:" and keep the email. If you do the responsible thing, tell your partner, and do what you can to keep them safe, then it is very unlikely (VERY unlikely) that this would become an issue. But on the off chance that you were to tell someone, and they actually caught HIV - even with precautions - then you are indeed vulnerable to a he-said / she-said (or a he-said / he-said or a she-said / she-said to be fair). Truly, there is no way for anyone to prove that you did or did not tell .... unless you can produce a document that proves that you told. And an email would do that. This is, in my definition, a perfect example of bad law. The intention is good - make sure that people who are HIV tell their partners about the risk of HIV before they become intimate. But the actual implication - the need to PROVE that you informed them of the risk - only leaves the infected partner vulnerable. Great question.

I believe it would be becuase hiv can and will eventually turn to aids and knowing you have it and passing it on to someone is like murder I know it seems harsh,i've benn tested cause i say if i had something wrong i would want to know so i can be careful around others,thankfully i was negative,but if someone gave it to me weither or not they can prolong my life i would feel they robbed me of my freedom and to know you can die from it feels like they just murdered you ,i am sorry to say it like that but i would probably go to the cucko house if that happened to me.

YES! Because, if the condom break then you just killed some one medically and you can serve time in prison or be issued a huge fine. Also, you can be sued.
