No, in fact they are not allowed to live at all. If we want to wipe out AIDS, we need to wipe out the carriers.

Refugees with contagious diseases (HIV/AIDS, TB, et al) are not accepted for resettlement anywhere. The UN refugee camps will generally quarantine them to prevent spread to others in the refugee camps. They are not resettle-able.
