Technically you are right, but unfortunately lot of men in this world think using condom is less satisfying or it is not their problem.

The answer is, it depends. You can throw millions of them out of a plane but if no one uses them then its not going to help preven the spread of disease. My guess is that the population would not use them, there thinking would be if I havn't used them before why use them now?
